ABOUT PROP 4
What: A statewide vote on a proposed constitutional amendment to dedicate some of the state’s sales and use tax revenue to the Texas Water Fund.
When: Early voting is October 20 - October 31. Election day is November 4.
How and why: The Legislature proposed this funding dedication through HJR 7. The Texas Water Fund was further amended by SB 7, regardless of whether voters approve Proposition 4.
How Prop 4 Would Be Funded: Prop 4 would dedicate up to $1 billion per year in existing state sales tax revenue to the Texas Water Fund from 2027 to 2047. Instead of increasing state taxes or charging new fees, this funding would set aside tax revenue the state already collects.
