Prop 4: Prepping for the Future

Austin, TX - Four weeks ago, Texas voters approved Proposition 4 (Prop 4) that amended the state’s constitution to dedicate up to $1 billion in sales tax revenue annually from 2027 to 2047. The passage of the amendment signals a transformational investment in Texas’ water infrastructure and confirms its importance to Texans. One month out, the natural question is what is next?

The answer: Texas water will need to prepare for the funding to be available, appropriated, and put to use.

The 91st Texas Legislature (2029) will be the first scheduled session the Legislature will be able to allocate Prop 4 funds to the Texas Water Development Board (TWDB). While four years may seem like a long period of time, several significant milestones will need to be completed to prepare. Between now and then, the Legislature, TWDB, other state agencies, water utilities and districts, trade associations, nonprofits, and the public will be engaged in laying the groundwork for this 20-year dedication in various ways, including:

  • Updating the state’s long-term water supply and flood plans 

  • Adjusting rules and processes to implement laws passed in 2025 (and those that pass in 2027) related to water planning, financial assistance, and permitting

  • Providing technical assistance to water systems to help them apply for funding

  • Receiving and evaluating water systems’ applications for financial assistance programs

  • Public engagement on local and regional water needs and potential solutions
