Data Centers in Texas Policy Brief
Significant attention on data centers is occurring at local, state, and federal levels. This attention is due in part to the rapid increase in the number of centers and their direct and indirect resource needs, including water. This policy brief describes the current state of data center growth in Texas, water’s role in these facilities and development, as well as key challenges and policy considerations this growth presents. Prop 4 Policy Brief - Dedicated Funds for Water
The 89th Texas Legislature passed legislation proposing a constitutional amendment that would establish a dedicated funding stream for water infrastructure. It was approved by voters in the November 4, 2025 election. Proposition 4 will dedicate $1 billion for water, wastewater, and flood infrastructure projects in Texas for the next 20 years. Prop 6 - Texas Water Fund
The 88th Texas Legislature passed legislation that allows for the creation of the Texas Water Fund, contingent on voter approval on the November 7, 2023 ballot. A new study released by Texas Water Foundation and prepared by the Houston Advanced Research Center details results from a Texas water workforce survey and reveals that attracting and retaining a skilled workforce is a significant concern among other Texas water infrastructure challenges.
